PROBLEM TO BE SOLVED: To reliably predict fabrication workability of a visco-elastic material in workability evaluation of the material, and to produce high quality fabrication products in an optimal fabrication condition. SOLUTION: This device is provided with a visco-elastic measurer 1 measuring visco-elastic property on the basis of the reaction torque by changing vibration frequency and vibration amplitude and controlling shearing force acting on the visco-elastic material, an Ea calculating device 4 calculating apparent activation energy of the visco-elastic material according to an equation ofη*=Aexp(Ea/RT), where the temperature at the time of measurement is T, the gas constant is R, the complex viscosity isη*, and the apparent activation energy is Ea, and a G*r calculation device 8 calculating the rate of change of the complex elastic modulus from a ratio of the complex elastic moduli of two shearing regions with different sharing speeds.
