PROBLEM TO BE SOLVED: To provide a data processor that actually limits communication by fraudulent access, without being noticed by a person carrying out fraudulent access in the Internet network or the like. SOLUTION: When fraudulent access is carried out by a fraudulent access sending terminal 404 in the Internet network 401 to a fraudulently accessed terminal 405 via either one of the data processors 403<SB>1</SB>-403<SB>M</SB>, it is detected by a fraudulent access detecting means that is not shown in the figure in the data processor 403, a communication speed is slowed by a communication speed varying means that is also not shown in the figure, and the amount of fraudulent access per unit time is reduced to reduce damage of the fraudulently accessed terminal 405. Since communication itself is not cut off, the fraudulent access sending terminal 404 does not become more aggressive, and damage can be minimized.
