PROBLEM TO BE SOLVED: To provide a retainer for a rolling bearing, and a rolling bearing, which is suitable for the use at a high rotational speed. SOLUTION: The retainer for the rolling bearing is formed from the synthetic resin composition, the matrix of which is straight chain polyphenylene sulfide resin having a melting point of 310°C, a high molecular weight corresponding to the value not lower than 700 P at a shear rate of 200 /s, and has carbon fiber of 10-30 mass % contained therein as a filler.
