PROBLEM TO BE SOLVED: To provide an external plaster whose adhesive layer has improved solubility for norethisterone and/or its derivative contained in the adhesive layer as an active ingredient, in whose support the active ingredient is not adsorbed, and which itself can follow the uneven surface or movement of skin. SOLUTION: This norethisterone-containing plaster comprising the support and the adhesive layer is characterized by preparing the adhesive layer from an acrylic adhesive containing 1 to 30 wt. % of isopropyl myristate used as a distribution coefficient-controlling agent as an essential component, and containing the norethisterone and/or its derivative as the active ingredient in an amount of 0.5 to 10 wt. %.
