<p><P>PROBLEM TO BE SOLVED: To provide a pivot type damper which generates large damping force and attenuating force even if the damper operates in the region where an angle is small. <P>SOLUTION: Two chambers (25, 26) are separated from each other by a clearance (17) or a position of throttling between inner and outer cylindrical members. The chambers (25, 26) receive liquid therein.
