PROBLEM TO BE SOLVED: To provide a plane heating element which can be firmly fixed with a member for fixing it, easily fitted according to various purposes, and can enhance a heating efficiency. SOLUTION: The plane heating element, provided with a rectangular conductive film 12 consisting of conductive powder and a binder resin, and a wire line for conduction 13 fitted at either of the two side edge parts in opposition of the conductive film 12, is further provided with an electric insualting sheet 15 made of a resin film pinching inside and laminating the conductive film 12 and the wire line for conduction 13. Moreover, a first and a second through-holes 16, 17 in a substantial concentricity are provided penetrating through the electric insulating sheet 15 and the conductive film 12.
