PROBLEM TO BE SOLVED: To remove weather noise in an image for analyzing shaking of a power line. SOLUTION: An edge which is outline information of an object is extracted with respect to an image photographed for analyzing shaking of the power line (step 3). It is determined whether or not a picture element is an edge composing picture element composing the edge with respect to all picture elements composing the image (step 6). If an object picture element which is an object of determination is an edge composing picture element (Yes in step 6), a luminance value of the object picture element is left as it is, and if the object picture element is a non-edge composing picture element not composing the edge (No in step 6), a statistic is determined based upon distribution of luminance values of peripheral picture elements which are picture elements belonging to an area of a peripheral predetermined range of the object picture element, and the luminance value of the object picture element is replaced by the determined statistic (step 7).
