PROBLEM TO BE SOLVED: To easily attach a stopper shock-absorbing material to absorb shocks during the tilt telescopic adjustment, and to easily detach the attached stopper shock-absorbing material in a steering device having a tilt telescopic adjustment mechanism. SOLUTION: A steering wheel position adjusting device comprises a fixed bracket 20, a movable bracket A, a bolt shaft part 13, a collar member B having a fitting part 11 comprising a contracted part 11a from a lower end of a terminating piece 10 and a fitting projection 11b wider than the contracted part 11a in which a lower supporting plate part 5 and an upper supporting plate part 6 fitted between supporting side parts 1 and 1 of the movable bracket A and facing parallel to each other are formed in a returning manner by a connection piece 9, and the terminating piece 10 is integrated with the upper supporting plate part 6 on the side facing the connection piece 9, and a stopper shock-absorbing material D fitted and fixed to the fitting part 11.
