PROBLEM TO BE SOLVED: To provide a physical strength determining device, a physical strength determining method, and a program which can impart enjoyment in the measurement of a behavior physical strength. SOLUTION: A processing unit 100 which determines the behavior physical strength of a user is equipped with a motion instruction outputting unit 180 which outputs a motion instruction, being the instruction for a motion the user should perform, a differential determining unit 220 which detects the motion of the user, and a physical strength determining unit 240 which calculates a motion matching rate of a detected result by a motion detecting unit to the motion instruction, and determines the motion physical strength based on the motion matching rate. The motion instruction outputting unit 180 outputs a motion instruction by the unit of round, and the physical strength determining unit 240 calculates the motion matching rate every time the round is completed. In addition, the motion instruction outputting unit 180 may be constituted in a manner to start a next round when the motion matching rate satisfies a predetermined reference value, and to not start the next round when the motion matching rate does not satisfy the predetermined reference value.
