PROBLEM TO BE SOLVED: To provide a comprehensive environmental-countermeasure construction method in a building. SOLUTION: Leveling concrete and base concrete comprising micro-capsules containing hinokitiol are formed by utilizing hinokitiol obtained from "hinoki" oil, and a liquid agent comprising hinokitiol is sprayed over wood, soil, a backing such as a wall and the whole of indoor sections after a completion.
