PROBLEM TO BE SOLVED: To provide a jet pipe for effectively purifying contaminated soil at a low cost by effectively removing the contaminated soil by jetting water and air under a high pressure and effectively jetting and substituting a slurried substitution embedding substance into a soil-removed space, and a method of improving the contaminated soil using it. SOLUTION: The jet pipe 2 equipped with nozzles 10, 11 and 13 for jetting water 30, air 31 and slurried bamboo charcoal powder 16A is inserted until it reaches contaminated soil 32 while rotating and scraping soil with a punching hole bit 14 projected at the tip. The jet pipe 2 is pulled up while rotating, and the soil is stirred by jetting the water 30 and the air 31 from the nozzles 10 and 11. The slurried contaminated soil 32A is discharged from clearance between a hole 27 and the jet pipe 2 to the ground. The slurried bamboo charcoal powder 16A is jetted from a nozzle 13 for substitution embedding substance provided at the lower part, and the slurried bamboo charcoal powder 16A is embedded into the space for the discharged soil.
