A fuel cell power generation system (1) comprising a desulfurizer (3), a pre-reformer (5), and an internal reforming solid electrolyte type fuel cell (7). The fuel cell (7) comprises an air pole (31), an electrolyte (33), a fuel pole (35), an air chamber (37), a fuel chamber (39) and an external circuit. The pre-reformer (5) allows city gas passed through the desulfurizer (3) and air to flow when the fuel cell (7) is started to partially oxidize hydrocarbon in city gas, thereby producing partially oxidized gas containing CO and H2. The partially oxidized gas is supplied to the fuel chamber (39).
