PROBLEM TO BE SOLVED: To predict the traffic in a communication area where the traffic varies from hour to hour every day. SOLUTION: Based on positional information received from a mobile communication network 1, a positional information receiving section 21 registers data indicative of the identifier and the communication area of a mobile in a mobile registering section 22 for each communication area. Based on call information received from the mobile communication network 1, a call information receiving section 23 stores each data of the identifier, calling data and communication time of a calling mobile in a call information storing section 24 for each mobile. A traffic predicting section 25 receives specification of a communication area and a date to be predicted, extracts all mobile identifiers in the communication area to be predicted by retrieving the mobile registering section 22 for each communication area, retrieves the call information storing section 24 for all mobile identifiers in the communication area to be predicted, extracts the identifier and communication time of a mobile having achievement of call at the date to be predicted, and predicts the calling rate and total communication time, respectively.
