<P>PROBLEM TO BE SOLVED: To accurately estimate the amount of demand at nonintroduction of a demand control system. <P>SOLUTION: A control effect estimating device 10 is equipped with the first communication part 11, the second communication part 12, a memory 13, the first operation part 14, the second operation part 15, and an effect estimator 16. The first communication part 11 acquires information about the amount of demand. The second communication part 12 acquires information about open air environment. The memory 13 stores the correlation information 13a between the information about open air environment and the information about amount of demand. The first operation part 14 calculates the first estimated amount of demand, based on the correlation information 13a and the specified open environment information of the memory 13 acquired by the second communication part 12, the correlation information stored by the memory 13, and the specified environment information. The second operation part 15 calculates the second estimated amount of demand, based on the specified demand amount information acquired by the first communication part 11 and the specified demand amount information, in prescribed time limit.
