PROBLEM TO BE SOLVED: To provide a grouting agent composition for stabilizing and strengthening base rock, ground, artificial structures, etc., which foams and penetrates well without affected by ambient temperature or injection temperature, yields a foamed inorganic-organic composite solid matter excellent in solidification strength, stability, durability, low water pollution properties, injection workability, and economy, and enables the stabilizing, strengthening, and water-stopping of base rock, ground, and artificial structures; and a stabilizing, strengthening water cutoff method using the same. SOLUTION: The grouting agent composition for stabilizing and reinforcing base rock, ground, artificial structures, etc., comprises an aqueous sodium silicate solution and an organic polyisocyanate composition. The aqueous sodium silicate solution has a molar ratio of silicon dioxide/sodium oxide of 2-5. The organic polyisocyanate composition contains a polyisocyanate, a monoester compound, a flame retardant, and, if necessary, an amine-based catalyst, an active hydrogen-containing compound, and a surfactant.
