SOLUTION: A data distribution server system 110 stores and controls a divided control table 116 described with a divided level of the function division-provided from the end user terminal 101. The using divided level is assigned, and a corresponding use-allowing fee is imposed based on a divided level charge table 117 to use the function division-provided from the end user terminal 101.
