PROBLEM TO BE SOLVED: To provide a mixing agitating device and its use for preventing the following rotation of earth by excavating wings and the jet injection of a slurry-like soil improver, and creating a strong column by uniformly mixing slurry. SOLUTION: This mixing agitating device is characterized by arranging an excavating shaft formed on the tip of a hollow rod for transferring the slurry of the soil improver, the first excavating wing extending in the diametral direction on the tip side of the excavating shaft and having an excavating blade, a first delivery port arranged under the first excavating wing in the excavating shaft and injecting the pressurized slurry inside the excavating blade arranged on the outside end side of the first excavating wing, the second excavating wing extending in the diametral direction by crossing at an almost right angle relative to the first excavating wing in a position above the first excavating wing in the excavating shaft and having an excavating blade and a second delivery port arranged under the second excavating wing in the excavating shaft and injecting the pressurized slurry inside the excavating blade arranged on the outside end side of the second excavating wing.
