PROBLEM TO BE SOLVED: To effect resource recovery of end materials generated in manufacturing an incombustible decorative plate and a used incombustible decorative plate, and to enhance yield in manufacturing the incombustible decorative plate. SOLUTION: The decorative plate is constituted by containing a crushed decorative plate containing an inorganic fiber fabric, a thermosetting resin and an inorganic filling material in the core layer, in a flame retardant or incombustible decorative plate containing an inorganic fiber fabric, a thermosetting resin and an inorganic filling material as the core layer. In the method for manufacturing the flame retardant or incombustible decorative plates containing an inorganic fiber fabric, a thermosetting resin and an inorganic filling material in the core layer, a mixture of the crushed decorative plate containing an inorganic fiber fabric, a thermosetting resin and an inorganic filling material, a thermosetting resin, and an inorganic filling material is applied to an inorganic fiber fabric to make it a core layer, which is heat molded together with a decorative layer impregnated with a thermosetting resin.
