PROBLEM TO BE SOLVED: To provide a surface coated cemented carbide end mill exhibiting superior torsional deformation resistance in cutting under high feed conditions. SOLUTION: This surface coated cemented carbide end mill comprises a cutting blade part and a shank part and, at least, the cutting blade part is constituted by forming an artificial diamond coated layer of 5-40μm in the average layer thickness on the surface of a base formed of cemented carbide substantially comprising a bonded phase and a dispersed phase. The cemented carbide base of the surface coated cemented carbide end mill contains Co: 3-8 mass% and Cr and/or V: 0.1-2 mass% as bonded phase forming components and the rest having composition which comprises tungsten carbide containing oxygen and nitrogen in solution as a dispersed phase forming component and inevitable impurities containing the oxygen and the nitrogen. The tungsten carbide phase as the dispersed phase forming component contains oxygen : 0.2-0.6% and nitrogen: 0.1-0.25% in a measurement of its central part by Auger electron spectrometer.
