PROBLEM TO BE SOLVED: To provide an encoding device and method of a video signal which communicates with a discrete cosine transformation and a motion estimation, and to provide the video signal encoding device and method especially for simplifying the motion estimation by referring to discrete cosine transformation coefficients. SOLUTION: In the method to conduct the motion estimation by a video frame compression system using the discrete cosine transformation, a smoothness each block is decided according to number of the discrete cosine transformation coefficients having a nonzero value among the discrete cosine transformation coefficients transformed into the block unit. A video frame data are reproduced from a part or all of the discrete cosine transformation coefficients corresponding to the smoothness in each block and a reference frame is constituted. An accuracy of the motion estimation to a present macro block of a present video frame is dynamically changed corresponding to the smoothness of the reference frame. COPYRIGHT: (C)2004,JPO
