PROBLEM TO BE SOLVED: To provide an image processor and an image processing method for calculating a motion vector by a little calculation complexity. SOLUTION: This image processor is provided with a frame memory for storing first and second image data, a memory 2f including a plurality of elements 20f, a control part and a plane separating part 9. The elements 20f are provided with a first picture element of the first image data; a second picture element of the second image data; a switch 30 for storing a first difference value; a difference sum total value; phase information and plane information and selecting a difference value of the adjacent elements 20f coincident in the plane information stored in the elements 20f; an adding part 28f for adding a picture element difference value selected by the switch 30 and a picture element difference value of the elements 20f; a comparing renewing part 26f for performing renewal according to a difference sum total value of the adding part 28f and a difference sum total value stored in the elements 20f; and a renewing part 27 for renewing the phase information at renewing time.
