PROBLEM TO BE SOLVED: To provide an apparatus and a method for allowing all subscriber clients to share a program having the most recent version without generating any congestion in a line. SOLUTION: The program is subdivided to a specific length by a program supply source, and the subdivided program is successively distributed after the execution of the approval processing of each client before release-scheduled date/time by considering the condition of the line. When the client starts a terminal apparatus after the release-scheduled date/time, the distribution of a construction procedure description file stored in a server at a distribution side is automatically requested, thus executing the restoration processing of the program on the client side.
