<p><P>PROBLEM TO BE SOLVED: To resolve a problem in an account wherein complicated registration or the like of personal information is necessary for application, it requires a basic rate even when it is not used for a long time after registration, and it costs a company user even by private usage of employees. <P>SOLUTION: When a user purchases the prepaid card (connection periods are different according to the amount) and logs on by an initial ID inscribed on the card, an ISP (Internet service provider) analyzes connection period information included in the ID, it sets a usage period, and a personal ID, password, mail account or the like that can be used during the period, and it sends them to a logged on terminal.
