PROBLEM TO BE SOLVED: To provide an interleaving apparatus and method for generating an address while using one algorithm with respect to various sizes of an interleaver in a communication system. SOLUTION: The apparatus for sequentially storing input bit symbols of a given interleaver size N in addresses from 1 to N of a memory and reading the bit symbols stored in R addresses from the memory includes a look-up table for providing a first variable (m) and a second variable J satisfying N=2m×J, and an address generator for generating a read address by means of an expression 2m(K mod J)+BRO(K/J) with the first variable (m) and the second variable J provided from the look-up table (K(0≤K≤(N-1)) is a read sequence and BRO is a function for converting a binary number into a decimal number in the order of opposite phases of the bits).
