PROBLEM TO BE SOLVED: To provide an operation managing system for water treating plant which can aim at stable operation corresponding to the remaining power of a water treating plant without requiring a great plant and equipment investment. SOLUTION: In the operation managing system for attaining stabilization of water treatment in a plurality of water treating plants for cleaning water discharged from the plurality of plants respectively, the remaining power of each water treating plant is evaluated from treating limit water load and present treating water load of each water treating plant (remaining power evaluation means) respectively. When there is a water treating plant having insufficient evaluated remaining power, treating water quantity to be reduced is calculated from proper water load in this water treatment plant and present treating water quantity (water quantity to be reduced determining means). Corresponding to remaining power of each water treating plant, distribution of water quantity to be reduced is decided and a waste water system for the plurality of plants is changed over to that for the water treating plants (waste water system control means).
