<p><P>PROBLEM TO BE SOLVED: To provide a data processing apparatus and a packet exchange apparatus in which an illegal user can not easily perform an entry. <P>SOLUTION: A registration request packet including user identification information and password information inputted by an arbitrary user is transmitted to the packet exchange device and when a registration failure notice is received from the packet exchange device, in accordance with the user identification information, how many times the registration failure notice is received is counted.
