PROBLEM TO BE SOLVED: To provide a device and a method capable of automatically reconstituting a switching network. SOLUTION: The network having a plurality of switch elements is dynamically reconstituted by the method including a step for receiving stimulation in order to inspect rules of network constitution, a step for examining the rules in order to identify one rule to be executed, and a step for executing the identified rule in order to reconstitute the network.
