PROBLEM TO BE SOLVED: To provide an image comparison device capable of automatically matching and photographing the part to be compared of a comparison image under the same condition as that of a reference image and performing highly accurate image comparison, an image comparison method and a program for executing the image comparison in a computer. SOLUTION: An observation image fetched from a micro observation unit 2 or a macro observation unit 3 is photographed by a TV camera 4, the photographed observation image is recorded in a recording medium 10 together with the observation condition of the observation image and the recorded observation image is displayed on a monitor 13 for a personal computer as the reference image. Also, the state of fetching and picking up the observation image is reproduced on the basis of the observation condition of the observation image recorded in the recording medium 10 and the observation image photographed by the TV camera 4 in the state is displayed on the monitor 13 for the personal computer as the comparison image so as to be compared with the reference image.
