PROBLEM TO BE SOLVED: To output digital video signals according to digital TV standards and to display a high-quality observation image. SOLUTION: In a video process circuit 13 within a processor, a matrix circuit 35 and a multiplexer 35 are provided. In the matrix circuit 35, a digital luminance signal Y and color difference signals Cb and Cr are generated in a sampling frequency ratio of 4:4:4. In the multiplexer 36, average color difference signals Cbjc and Crjc are calculated from the color difference signals Cb and Cr, and the luminance signal Y and the average color difference signals Cbjc and Crjc are multiplexed in a sampling frequency ratio of 4:2:2.
