PROBLEM TO BE SOLVED: To provide a method which can reduce the use number for assignment temporary addresses, in address translation between address systems different from each other.

SOLUTION: A transmission source address or a transmission source port number which corresponds in case that a temporary address is assigned is registered collectively.
