PROBLEM TO BE SOLVED: To reduce a steering load in steering holding operation for improving a steering feeling. SOLUTION: It is determined whether it is in a steering holding condition or not on the basis of a steering speed and a steering acceleration. In the steering holding condition, when a correction value, which is found by multiplying a vehicle sensitive offset value by a steering torque sensitive gain, is added to a basic target current value, a target current value is found. On the basis of the target current value, a motor driver 15 is controlled, and an electric motor M is driven. Consequently, in the steering holding condition, a steering assisting force given to a steering mechanism 3 from the electric motor M is increased in comparison with that not in the steering holding condition.
