PROBLEM TO BE SOLVED: To solve the problem that pump input does not change linearly but changes rapidly near a fully closing position and slowly near a fully opening position in spite of the linear control of guide vane opening at a constant speed, caused by a nonlinear relationship between the guide vane opening and the pump input due to pump characteristics, which may cause the risk that, if the capacity of the power system to which a generator-motor is connected is small, the rapid change of the pump input may disturb the power system. SOLUTION: The guide vane opening of the pump is determined by calculation based on guide vane opening data and pump input data with respect to the time axis collected in actual device operation or in model testing, so that the pump input changes substantially linearly in the ranges from the input of guide vane closing to the input of full pumping at the start of pumping and from the input of full pumping to the full closing or the parallel-off opening at the stop operation.
