PROBLEM TO BE SOLVED: To obtain a 7-substituted-8-nitroxanthine derivative useful as a hypoxic cell radiosensitizer in cancer radiotherapy and a medicine comprising the same as an active ingredient. SOLUTION: The 7-substituted-8-nitroxanthine derivative is represented by formula (1) (R<SP>1</SP>and R<SP>2</SP>are each independently hydrogen atom or a 1-4C alkyl group; R<SP>3</SP>is an alkyl group which may contain an ether bond, an amide bond or an ester bond and in which a carbon atom may be substituted with a nitrogen atom, a sulfur atom or an oxygen atom, a 1-16C alkyl group, an alkenyl group or an alkynyl group which may be substituted with a halogen atom, a cyano group, a hydroxy group or an amino group which may contain a substituent group or a saccharide residue, and when R<SP>3</SP>is a 1C alkyl group, R<SP>3</SP>should contain a substituent group). The medicine comprising the 7-substituted-8-nitroxanthine derivative as the active ingredient is useful as the radiosensitizer in cancer radiotherapy. The compound represented by formula (1) has excellent radiosensitizing effect on hypoxic cells and is highly safe and so is useful as a medicine such as a hypoxic cell radiosensitizer.
