PROBLEM TO BE SOLVED: To provide a low-toxicity propellant of low toxicity used for boosters, such as thrusters and rockets, for posture control of artificial satellites. SOLUTION: The low-toxicity propellant is composed of main fuel for creating actuation gas for propulsion of the rockets etc., and an oxidizing agent, in which the oxidizing agent is hydrogen peroxide water and contains a complex or a metal salt or their mixture as a combustion assistant to assist combustion.
