PROBLEM TO BE SOLVED: To provide a fixing device and an image forming device with which stable fixing performance and image quality can be realized without spoiling heating effect by a conveyance part which is provided in front of a fixing means and has a heating body. SOLUTION: A preheating conveyor belt 41 has an endless film 413 conveying a transfer material P and a nearly plane heater 414 which is arranged on the opposite side of the side of the film 413 where the transfer material P is conveyed and heats the transfer material P.
