PROBLEM TO BE SOLVED: To provide a fluorine-containing, water repellent and oil repellent agent which does not require a specific drying process, reduces the formation of a blotch on the treated surface, has an ozone depletion potential of zero and a low global warming potential, is incombustible and harmless for practical purposes. SOLUTION: The water repellent and oil repellent agent can be obtained by polymerizing a perfluoro group containing a compound having an unsaturated bond or copolymerizing this compound with another unsaturated monomer in a fluorine-containing inert solvent composed of a hydrofluoroether and/or a perfluoroether.
