PROBLEM TO BE SOLVED: To provide a white conductive primer which takes the environment into account, does not cause pollution, has a surface electrical resistance of less than 10<SP>9</SP>Ω/cm<SP>2</SP>enabling electrostatic coating, and can obtain an L value of a coated film after heat curing of≥85, and furthermore a method of forming a coating film by coating a colored base coating and a clear coating on the film of the white conductive primer by electrostatic coating. SOLUTION: The white conductive primer coating comprises 100 pts.wt. sum of the solid contents of a chlorinated polyolefin (a) and the other resin (b), 50-200 pts.wt. white pigment (c), and 10-150 pts.wt. pigment (d) obtained by coating mica with conductive metal oxide particles. This white conductive primer coating comprises scaly mica coated with any one of tin oxide, an antimony doped tin oxide (ATO), and a tin doped indium oxide (ITO) as the conductive oxide particles in the pigment (d) obtained by coating the base material with the conductive metal oxide particles.
