PROBLEM TO BE SOLVED: To certainly prevent the burglar of motor vehicle by ensuring sufficient reliability in the individual data(key ID) of a motor vehicle control carrier.

SOLUTION: A plurality of operation tags 2 are prepared for a burglar preventing device 1 of construction machinery 6, and each key ID(same value) is stored in a memory 27. When driving the construction machinery 6, one of the operation tags is made to approach the burglar preventing device 1. A control part 15 confirms the matching of the key ID of the tag with the data of a key ID memory 13, and supplies a power source to the construction machinery 6. When changing the key ID of each operation tag on hand when a portion of operation tags 2 is lost, an update tag 5 and each operation tag on hand may be made to approach the burglar preventing device 1. The control part 15 which detects a flag 51a of the update tag 5 updates the key ID memory 13 with the authentic data of a key ID setting part 11, and transmits the authentic data. Each operation tag on hand updates the memory 27 with the authentic data.
