PROBLEM TO BE SOLVED: To accelerate an image processing by an MPEG-4 standard. SOLUTION: A memory access controller (100) for accessing an image memory (105) is provided with the information of an X direction image size, a Y direction image size and the storage leading address of an image and pixel data are specified not by a memory address but by a pixel position. The memory access controller decides whether the pixel data to access are on the outside or inside an image boundary, a pixel on the boundary is outputted to an arithmetic circuit (104) when being on the outside the image boundary and thus the image processing by the MPEG-4 standard is accelerated.
