PROBLEM TO BE SOLVED: To provide a method capable of safely suppressing the generation of ammonia during the treatment of heavy metals included in flying ash in a simple manner. SOLUTION: The ammonia generation suppressing agent for heavy metal-containing ash is characterized in that it comprises a composition containing phosphoric acid and/or its salt and a magnesium compound. The treatment method of the heavy metal-containing ash comprises adding the ammonia generation suppressing agent to the heavy metal-containing ash and kneading the mixture. The treatment equipment for heavy metal-containing ash having a kneading machine for adding humidifying water to the heavy metal-containing ash and kneading the mixture is constituted by providing the kneading machine with a feeder for the humidifying water containing the heavy metal removing agent and a diluting water feeder and providing the diluting water feeder or directly providing the kneading machine with a feeder for the ammonia generation depressant consisting of the composition containing the phosphoric acid and/or its salt and the magnesium compound.
