PROBLEM TO BE SOLVED: To perform high speed access at least to an image having the minimum image quality. SOLUTION: When coded data of an image coded by a coding system having scalability in an image quality direction are recorded in a disk like recording medium having a region (a special region) on the inner peripheral side and a region (a general region) on the outer peripheral side, data required for constructing an image having a prescribed image quality among the coded data of the image are recorded in the special region of the recording medium.
