PROBLEM TO BE SOLVED: To provide a photocatalytic body excellent in decomposing property as well as in hydrophilicity and capable of enhancing the productivity and to provide a method of producing the same. SOLUTION: The photocatalytic body has a photocatalyst film (10) comprising a compound of a metal element and oxygen, it is characterized in that at least a part of the compound of a metal element and oxygen has an anatase structure and contains OH group.
