PURPOSE: Provided is a novel catechol hydrazide derivative having excellent effect of inhibiting PDE (phosphodiesterase) IV or TNF(Tumor Necrosis Factor). CONSTITUTION: The catechol hydrazide derivative, a pharmaceutically acceptable salt thereof or an isomer thereof is represented by the formula 1, wherein R1 represents a C3-C7 cycloalkyl, indanyl or benzyl; R2 represents H or a C1-C5 alkyl; Y represents a direct bond, carbonyl(-CO-) or carbonyloxy(-C(=O)O-); and R3 represents a C1-C7 alkyl substituted or unsubstituted with one or two substituent(s) selected from the group consisting of a halogen, hydroxy, phenyl, acetyloxy and amino, a phenyl substituted or unsubstituted with one or two substituent(s) selected from the group consisting of nitro, cyano, a halogen, a C1-C3 alkyl and a C1-C3 alkoxy, or a pyridyl, in which the halogen is a fluorine, chlorine or bromine.
