A first plastic strip (11) is joined to a plastic web (2) in between the web side edges (3, 4) and at a fixed distance relative to the latter. The first strip extends at an angle relative to the web. A second plastic strip (13) is joined to the one of the web side edges and extends at an angle to the first strip. The web has two parallel side edges, one of which is designed to be bonded to a sealing film (5).
