FIELD: road-building, particularly pavement building in winter period. SUBSTANCE: method involves grinding frozen road base formed of over-wetted binder soil in winter period at temperature of -5 C to -20 C by road harrow of soil treating machine up to soil particles with dimensions of 5-6 mm obtaining with processing soil strip depth of 15 cm and processing zone soil strip of 250 cm in a single run; mixing the resultant frozen soil particles with binder during soil milling process; consolidating soil particles in warm season by pavement rollers or moving vehicle wheels. Soil particles humidity is regulated by natural water freezing in natural conditions. Freezing rate is adjusted by means of varying a number of processing machine runs along one soil strip.
