PROBLEM TO BE SOLVED: To determine the life time of a capacitor for power of phase-modifying equipment, before the capacitor develops failure by monitoring the degree of deterioration of the capacitor. SOLUTION: A current sensor CS1 detects whether the current, running through the phase modifying equipment, is exceeds its preset value. A timer TIM1 makes a counter CNT operate, when the detection of the current sensor continues for over a preset time. Either or both of the preset current value of the current sensor and the preset time of the timer is set so as to be more moderate than the conditions of the overcurrent resistance of the capacitor for power to monitor the deterioration degree of the capacitor for power from the counted value of the counter. A current sensor CS2 and a timer TIM2 trip a breaker VCS with the output of a relay RY, by fitting in the preset current value and the preset time to the condition of the overcurrent resistance amount of the capacitor for power.
