PROBLEM TO BE SOLVED: To provide a distortionless compression system for binarized image data capable of compressing image data more efficiently than before by applying a run length compression system. SOLUTION: An encoder provided to the system comprises: a block divider 11 for dividing input image data into specified block lengths; a vertical direction pixel continuation length calculator 12 and a horizontal direction pixel continuation length calculator 13 for calculating and outputting the continuation length of a part where black pixels are present in a vertical direction and in a horizontal direction regarding the block image of the divided block length as a progression; a block image encoder 14 for arranging vertical and horizontal pixel continuation lengths outputted from them and generating encoded block code information; a block image restoration device 15 for restoring the block image for encoding on the basis of the pixel continuation length of the block code information; and an entropy encoder 16 for converting the block image for encoding to an encoded non-redundant bit string by using prescribed encoding algorithm.
