VIDEO ENCODING AND DECODING SYSTEM AND METHOD USING SQUARE SLICE STRUCTURE

PURPOSE: A video encoding and decoding system and method using a square slice structure are provided to overlap square slices of an image with each other when the image is divided into the square slices and encoded. CONSTITUTION: A video encoding system includes a slice modeling unit(120), a picture header encoder(130), and a slice encoder(140). The slice modeling unit divides each image(110) into independent square slices. The picture header encoder encodes position and size information of each of the slices in a picture header together with other information. The picture header encoder omits information that is repeated for every image. The slice encoder encodes an image by slices with reference to the picture header information. At least two of the slices are overlapped with each other.
