PURPOSE: To provide a webbing winder for restraining or preventing the occurrence of the so-called end lock in the so-called WSIR. CONSTITUTION: Internal teeth 134 being an engaging mate of a pawl 62 for the WSIR are separately and independently constituted as a gear 132 for the WSIR. External teeth 136 are formed on an outer peripheral surface of this gear 132 for the WSIR, and a separate pawl 138 for meshing these teeth is arranged. This pawl 138 is separated from the external teeth 136 against energizing force of an energizing means when winding the whole quantity of webbing by using a switching mechanism of ELR and ALR, and holds the gear 132 for the WSIR in a rotatable state, and fixedly holds the gear 132 for the WSIR by engaging with the external teeth 136 except for this time. Thus, since restriction of the gear 132 for the WSIR is released when the end lock arises, the pawl 62 is immediately disengaged from the internal teeth 134, and prevents the occurrence of the end lock.
