PURPOSE: A segment apparatus for ascending and descending and reducing dynamic strand is provided in which non-solidification reduction process and dynamic light reduction process are simultaneously applied during continuous casting process, and friction is minimized during inclined ascent and descent of upper frame to prevent damage of the apparatus and improve durability. CONSTITUTION: In a segment apparatus for reducing strand of a continuous casting machine comprising an upper frame(100), a lower frame(300), hydraulic cylinders(120) for simultaneously connecting the upper frame and the lower frame and generating roll force by adjusting a gap between the upper frame and the lower frame, a side frame(200) fixed to the side surface of the upper and lower frames to protect the hydraulic cylinders from high temperature, a plurality of guide rolls installed on the upper and lower frames with being arranged oppositely to each other, and a driving roll, the segment apparatus for ascending and descending and reducing dynamic strand is characterized in that a reduction pivot wheel(210) is attached to the side frame in such a way that the reduction pivot wheel is movably fixed to the upper frame by penetrating the side frame, and the upper frame is rotated centering around the reduction pivot wheel.
